Meta shut down the Instagram Basic Display API on December 4, 2024. Since then every request to it fails, and you can no longer register an app for its OAuth flow. Meta points business and creator accounts to the Instagram API with Instagram Login or with Facebook Login, and offers no replacement for personal accounts, so those users would first have to switch to a professional account.
